Texas Utility Trailer Registration & Titling

Last reviewed: January 2025 · Source: TxDMV, county tax assessor-collector offices

Texas has more registered utility trailers than almost any other state, and its titling process has a few important quirks: all trailer work goes through the county tax assessor-collector's office (not TxDMV headquarters), and the title requirement depends on both weight and the trailer's manufacture date.

✅ Texas Key Facts
  • Trailers manufactured before September 1, 1971 AND under 4,000 lbs: No title required
  • All other trailers: Title required
  • Handled at: County Tax Assessor-Collector's Office
  • No title available: Use Form VTR-130U (bonded title)
  • Title fee: $33.00

Standard Title Transfer

When purchasing a titled trailer from a private seller in Texas, bring to your county tax office:

  • Original title signed by seller(s) on the back
  • Application for Texas Certificate of Title (Form 130-U)
  • Bill of sale (not legally required but strongly recommended)
  • Your Texas driver's license or ID
  • Payment for title fee ($33.00) + registration fees

No Title Available

Texas offers a bonded title path via Form VTR-130U for trailers that should be titled but aren't. Requires a surety bond at 1.5× appraised value. Full details:

Frequently Asked Questions

Where do I go to title a trailer in Texas?

Your county tax assessor-collector's office. This is not the same as a TxDMV regional service center. Every Texas county has a tax office; find yours at TxDMV.gov → "Find a Tax Office."

Does Texas require a safety inspection for a utility trailer?

Trailers under 7,500 lbs GVWR are generally exempt from Texas annual safety inspections. Trailers over 7,500 lbs require an annual inspection. However, for bonded title applications, the county may request an inspection regardless of weight — call ahead.

Can I register a trailer in Texas with an out-of-state title?

Yes. Bring the out-of-state title (signed over to you), Form 130-U, your ID, and fee payment to your county tax office. They will issue a Texas title and registration. This is a standard process — not a bonded title application.
